It's aimed at large organizations that need a highly configurable system with dedicated implementation support rather than an out-of-the-box small-business tool. Implementation is a significant part of the total cost, with consultants often charging 50-100% of the first-year license fee to configure the system, which is typical for this class of enterprise HR software but worth flagging to any client considering it.
